Short bio:

Dr. Rahul Suresh Sapkal holds PhD degree in Law and Economics with European Doctorate Program in Law and Economics at the University of Hamburg (Germany), Erasmus University Rotterdam (The Netherlands) and the University of Bologna (Italy). Presently, Dr. Sapkal teaches Economics and Law and Economics at Maharashtra National Law University Mumbai. His PhD work entitled, “How Law And Law Enforcement Affect Labour Markets In Developing Countries? An Empirical Study On India” consists of three essays which investigates the economic effects of labour market and non labour market institutions on labour market outcome in India. His dissertation attempts to contribute to the discipline of labour law and economics through conducting empirical analysis of labour law in India. The study sheds light on the functioning of law and lawlessness, which might be of general interest for understanding labour markets in developing countries. Dr. Sapkal’s academic training has enabled him to hone both empirical and theoretical skills to pursue research goals in the field of Labour Economics, Development Economics, Microeconometrics, and Law and Economics.  

Prior to joining the PhD program, Dr. Sapkal has earned his Master’s degree in Development Studies from the Tata Institute of Social Sciences, Mumbai and his Bachelor’s degree in Commerce and Economics from the University of Mumbai. Dr. Sapkal has worked as a research associate with the OECD, International Labour Organization, New Delhi, and the Tata Institute of Social Sciences, Mumbai on a project title “Women's Work, Maternity and Public Policy in South Asia” sponsored by Ministry of Labour and Employment in 2009-10. Dr. Sapkal has more than five years of applied empirical research work experience with the Tata Institute of Social Sciences, Centre for Enquiry Into Health and Allied Themes and International Labour Organization.

Dr. Sapkal’s research interest involves the application of economic tools to legal analysis, law and development, economic analysis of law and regulation, development economics and applied microeconometrics. His scholarship is grounded in theories and methods of Law and Economics, Labour Economics Microeconomics and Microeconometrics, with special focus on using the quasi-experimental research design. In his academic career, Dr. Sapkal aims to conduct an interdisciplinary, policy oriented and scientific research in the discipline of comparative law and economics with special focus on developing countries. His research work emphasis on the design of efficient legal rules, evidence based analysis of public policy, enforcements strategies and optimal level of regulation. Dr. Sapkal has a research affiliate with Indian Council of Research in International Economic Relation, New Delhi (India).

After that, he completed the European Master Programme in Law and Economics at Erasmus University Rotterdam, the University of Bologna, and the University of Haifa. He gained experience by working at the Austrian Institute of Economic Research (WIFO), and on a large variety of policy consulting projects in different contexts. Furthermore he interned with the U.S. Mission to International Organizations in Vienna. His fields of research, among others, are migration, inter-jurisdictional competition, state aid, and corporate governance.
